Really quick run-down, this will hopefully show you its not that difficult to make a solar panel.

Ok, lets start out by taking a closer look at the parts needed to build a solar panel.
Part 1. A frame: all the frame will do is hold all the interconnected solar cells in place and keep them out of the elements.
You can make your solar panel frame out of wood or aluminum if you’d prefer.
Part 2. The solar cells: These are the little solar plates that collect the suns rays and convert them into electricity.
These can be found on ebay really easy.
Be very careful when handling the cells, since they are very fragile. We also suggest wearing rubber gloves when handling them, to help keep them clean and smudge free.
One very common problem people have when they begin to solder their solar cells together, is knowing what leads should be soldered together. This is one of the main reasons we recommend purchasing a reputable DIY solar panel guide, like the one that can be found at Earth4energy.
Once you receive you solar cells you will need to follow the directions in the guide and solder them together, in the order the guide suggests.
Then just silicon them to the frame.
Part 3. The cover: Just screw on a piece of plexiglass that you buy and have cut to dimension. Make sure there are no leaks and tah dah! You just made a solar panel.
